The library serves as a gathering place for the people of Utena, where both the young and the elderly can find suitable activities. Cultural events take place in the library, and it houses the Training Centre, Utena Youth Information Centre, a branch of the Lithuanian Library for the Blind, and the Family Digital Activities Centre (Digihub). Adjacent to the library is the Utena Third Age University association.
In the Digihub, established in 2019, virtual reality, 3D, robotics, and other interactive educational tools have been installed, along with educational content tailored to them. The centre’s activities complement the library's services, making it a place of technological advancement for residents of all ages. One of the most popular services at the centre is the interactive bike tour, where visitors can explore various points of interest while pedalling. The centre is open to all during library hours, with the option to book special educational sessions.
